Dialogue like this is thanks to certain people at Funimation, as well as certain voice actors (who continued to write scripts even AFTER they were fired and replaced with sound-alikes). Honestly, there is still dialogue this bad thorough the ENTIRE series' English dub.
Well, innuendos aside, I found the dialogue to be painfully cheesy as a kid. Like they tried WAY too hard...or something. Haha. Had Geneon continued to handle the TV series after the three movies, though, the Ocean dub wouldn't be something to make fun of. Not that *I* do. I love the nostalgia of it. :3
