Yes, but it doesn't always penetrate helmets or flack jackets. so you are limited to getting really really good at eyeball and jaw shots. Silenced nagant is super cheat mode. Delise with its super fast bullet drop, huge take from wind and severely reduced sure fire kill zone takes way more skill.

Theo Brown I use the delisle and i love using the thing for range and something that I learned is the very top of the helmets are very weak oh yeah also I for some reason I always seem to get random nut shots and it’s always the right side

The best advice when being pulled over with a firearm.
1) rapidly exit the vehicle so that you are in plain view and so the officer knows you have no intent to flee
2) Loudly shout "I HAVE A GUN!!! I HAVE A GUN!!!" this ensures you are properly heard, and repeating so there is no misunderstanding.
3) Quickly pull out your firearm and show it to the officer so he knows where it is and can be at ease
4) If the officer then asks you to put the gun down, briskly walk towards him so you can place the gun at his feet so he can more closely inspect it

A cool thing is that in some Sniper Elite games (namely V2 and 3) could only be stealthy via soundmasks and the Welrod/HDM.
So yeah, there is no suppressed ammo in either of those (or 1 for that matter). Give the campaign a try without suppressed ammo for the feel of 1, 2 and 3.
