Probably so, I decided to read the pokemon Manga for red when he was in Kanto and that was how I figured out that he was once a big time trainer, in the Manga series he was actually once a champion.
In the original games he was going to be the champion but they scrapped the battle and replaced it with blue but they didn't completely wipe the battle so you can still do the battle
Professor oak was supposed to be the final boss in red and blue as well but was scrapped due to limited storage space. Which sucks cuz he had a monster line up.
If you take count of the tech available in Kanto, it makes sense and by a lot, the tech available up to gen 7 is pretty much regular, nothing too advance aside of the Pokedex and Area Zero tech
