This is strangely beautiful
As a big ambient fan, listening to this and stuff like it is very illuminating into the production methods of a lot of ambient music. Apparently, a lot of those rich washes of space sound are just simple melodies that have been time-stretched the hell out of!
I really would like to find a way to undo the time stretch on some of those ambient pieces so that I can hear some of the [probably ridiculously simple] melodies behind them, being plinked out as it was in the artist's studio that day. Like this piece from the game Destiny called "Passage":

After hearing these Windows 95 / 98 stretches, I am 99.99999% convinced that it's just the exact same technique at work on Passage, or at the very, VERY least that this technique is a majority factor in the piece's design.

The Pedal C drone at the beginning is very mellifluous. I like how the Cmaj9 chord just slowly fades in. This crescendo is very mellifluous. Around 1:44, the #11(F# in this scenario) note is added in, changing the key from C Ionian to C Lydian. . The chord from what I heard is a Cmaj9#11. It is amazing as to how things sound when they are slowed down so significantly. Someone should transcribe this for orchestra, wind ensemble, or organ, if no one has already done so.

This would be called Ambient, a well established genre with a history spanning over 3 or 4 decades. There is no such thing as "Vaporwave", unless you're a post-millennial with an irrepressible need to rebadge things to make them look cool or ironic. The original Win95 startup sound was done by Brian Eno, the inventor of Ambient music.
Vaporware is a term for software whose development has been announced (and development supposedly begun) but which never gets released, perhaps being outright cancelled.
It has nothing to do with music. I suspect people associate "chill" music with "chill" behaviors such as smoking/vaping.

This is fascinating, it doesn't feel like the original at all now! To me it sounds like a TV show scene where the worst possible thing to happen has just happened and now everyone's in serious danger. Slow crescendos just have that kid of power. I write them myself sometimes, though more convoluted and all over the place than this really. That peak at 1:40 is so simple in a way, it's all you need!
