    I believe this is the Imperial House/Emperor theme. They are the same notes as his track in OST 'The Emperor'. It plays when the Herald of the Change repeats his words. And it also plays when we see Shaddam IV for the first time in Dune 2 at the beginning.

      Nahh, this is definitely the “Tragedy/Downfall of Atreides” theme.
      The tune in “The Emperor,” I’ll admit, does share a similarity in how its syncopated/the rhythm, but the notes don’t even match for the most part.
      In the Herald of the Change track, most of it plays only when Leto speaks. The Herald sets up Leto’s dialogue as the theme swells as the Duke speaks.
      As for when it plays at the beginning of Dune 2, it’s when they show the dead and burning bodies of the fallen Atreides soldiers mainly before it briefly pans to Shaddam.
      The theme plays, notably, in a whole bunch of scenes where the Emperor’s either only tangentially/indirectly involved, or not involved at all, where the focus in the scene are the Atreides either running out of time or headed toward a tragic fate. Those scenes include:
      -At the end of the scene where Leto asks Jessica if the Bene Gesserit would protect Paul if something happens, and he says he wishes he had more time. No mention of the Emperor.
      -During Paul’s Holy War vision, where he sees Fedaykin trouncing Sardaukar (see how the focus there is Paul winning, not the Emperor). The theme plays again at the end of the “Holy War” track as Paul reels from saying “my father is dead.” Here we have both a mention of the downfall and the eventual tragedy of the Paul’s war.
      -At the end of Dune Part 1, when Paul refuses to go back to Caladan and declares his road leads into the desert. He does mention the emperor during the scene (“The Emperor sent us here), but the theme literally doesn’t play until he says “My Father came, not for the spice…” etc. again, highlighting the downfall, his father, and foreshadowing his tragic destiny.
      -During Paul’s war council speech, when he mentions his father’s ducal signet, and places it on his hand, recalling the fall of the House and also Leto himself, pans to Gurney. That’s ALL Atreides, no mention of the Emperor there.
      Notably, the theme also plays in a grand way at the end of the track “Only I will remain,” the last track on The Part 2 OST. This plays right after a quiet vocal rendition of the main Atreides theme. This track plays during the credits, but given the fact the title refers to the last line from the Litany of Fear, which has up to this point only been associated with Paul and Jessica, and the fact it would be silly to make the grand finale to your OST dedicated to a secondary character, and how it being used here to foreshadow the unfolding Holy War making it consistent with how the score was used with Paul’s vision, I think we can safely say this is isn’t the Emperor theme.
      I do think the Corrinos are best evoked throughout the whole score for both movies through the Sardaukar chants (in the unreleased track Sardaukar, its appearance in Armada) and the prominent regal sounding cello in the beginning of “Herald of the Change” as well as in “The Emperor.”

      The sad part Its more of a duke leto/atredies bloodline theme , it first plays in dune 1 when duke leto is being addressed
