I think a fix would be to have these fleets be the only ones out there.
Have the Tyranids consume a galaxy, only to end up with nothing to eat. Then, the Tyranids either turned on each other or simply flew out into the galaxy to find something.
Hence, while most of the Tyranid Species are dead in space, there are stakes still in defeating the relatively small numbers: if they can consume an entire galaxy, they will do so to the Milky Way. So they need to stop the Tyranids, or else the cycle will repeat and end with the galaxy lifeless.

Not counting the literal thousands of warships, millions of Astartes, billions of guards, forge world's running over time, the entirety of the Mechanicus, the world ending DAoT that are hoarded. And this is just the first line of defence. There's also mobile Fortress world's like Phallanx, the Rock, etc. And then you have Terra, with Custodians, Sisters of Silence, Sisters of Battle, a world that has void shields that'll can be replenished for years, able to take orbital bombardment like it's nothing, a moon that has been weaponized. The list goes on and on. Terra is not falling to a "fuck all army" as easily. The only reason the Horus Heracy did so much dmg was because it was basically the Imperium vs it's half. And the traitor half were playing from the shadows most of the time, and even when all out war broke out, most legions didn't know who was traitor or loyalist.

I get the feeling that the Tyranid lore is following the synopsis of pacific rim very closely. As time drags on, the “Nids” are arriving in the galaxy in increasing numbers and ferocity. In pacific rim, it was calculated that eventually the kaiju would arrive every few seconds. Essentially showing up in groups. Simply put, the time between tyranid attacks is accelerating, and eventually we will see a double invasion, and a triple one immediately after. The tyranids are the very definition of the Hydra Effect. Strike one fleet down and two more arrive to replace it. It’s likely that the tyranids will arrive so frequently, that the final hive fleet that gets a name will be seemingly never ending but in reality it’s many fleets in one. It’s possible that the final fleet will take millennia to destroy. If it can be destroyed that is.

A couple of details that I would like to point out.
1.) Tyranids cannot intentionally make use of the Warp themselves. However, the Warp can still swallow them up in random Warpstorms. Spacehulks are a good example. Even a splinter fleet of Kraken was lost in a Warpstorm only to exit some time later in the path of a Leviathan fleet. The Eldar wiped out the splinter fleet so that Leviathan couldn't receive the data Kraken had with fighting against Eldar.
2.) Kryptman's Gambit involved Inquistor Kryptman wiping out hundreds of worlds and then sending a clutch of genestealers locked in stasis into the Octarius sector - a well-known Ork empire. The genestealers became a psychic beacon to the approaching Leviathan. The ensuing war between Orks and Tyranids then became a never-ending meat grinder where neither side gaining a true advantage over the other. They're still fighting.
3.) Hive Fleet Gorgon isn't a splinter of Behemoth. And 2 Hive Ships (the big ones) survived the initial campaign, so their still around.
4.) And you missed my favorite splinter fleet - The Court of the Nephilim King. This fleet is a surviving tendril of Behemoth that has fought against Imperial Knight houses and even the Dark Angels Raven Wing, and is led by the unique Hive Tyrant - the Nephilim King. These Tyranids spawn an abnormal ratio of larger bioforms in battle instead of the usual endless wave of gaunts.

Imagine the endgame of 40k: the scout fleets have been dealt with, but the main tyranid forces start to appear in the galaxy from all sides and above and below the galactic disc, basically unlimited trillions of tyranids fleets, new and old bioforms alike, and guilliman gets a chunk bitten outta him by the swarmlord, leading to a power-up across the entire tyranid race
Then long story short, each faction realise the only way they will survive the tyranids is if they pool their resources, even irks
Hence an imperium-eldar-tau-necron-chaos-ork alliance, with no limit of backstabbing, in a futile final attempt to save the galaxy, especially since the silent king wants there to still b a galaxy left once the necrons wipe everyone else out, chaos understands that tyranids ends warp rifts wherever they go and... well I'm not sure how orks could get convinced to join up

I mean, there's SORT of a justification for it. If you assume that the Tyranids have ruled the Milky Way as a whole is not up to the task of resisting the main Tyranid swarm, then farming the Milky Way for exp by engaging in pitched, losing battles instead of effortlessly stomping them makes sense. The Tyranids hunger for experience, too. They'll win either way, but by sandbagging the Milky Way, they stand to gain more battle experience from the galaxy, especially from some of the potentially more unique opponents, like daemons or Necrons.

SO wish there was a Space Marine 2 game where Titus (who somehow survived Inquisitorial judgement) and his new squad take on another Ork Waagh. However, later, they learn that a Tyranid hive fleet is approaching and Titus must help an Inquisitor use a warp project to swallow the hive fleet. Titus, having been in this exact situation before, initially refuses, and tries to have the survivors of the Ork invasion evacuated. However, Titus soon discovers that most of the survivors were taken and killed by a Genestealer cult underground. This cult is unique in that it uses the biomass from both the Orks and human survivors to create a horde of Gaunts and other lower ranking Tyranids all birthed from the planet. Furthermore, with the hive fleet so close to the world, communications are blocked and reinforcements as well as extraction are impossible. Left with literally no other option, Titus reluctantly protects the Inquisitor and allows him/her to use the warp device. It succeeds, and the Hive Fleet is consumed by a Warp Storm. Now with the hive fleet gone, Titus Vox’s for reinforcements and extraction. He, his squad, and whoever was blessed enough to survive all of that take position inside the capital building, and defend themselves from waves upon waves of Genestealers and Tyranids, until finally reinforcements arrive, and everybody is rescued.
