These storms tend to happen every decade or so. Back in 2005, a bridge was washed out at Finch near Black Creek and in July 2013, another storm flooded Toronto. Back in 1858, a heavy storm washed away a strip of land that connected the island land to Toronto and as a result created the Toronto Islands.
It is not Toronto. Mississauga was a huge landfill when I came to Canada 35 years ago. It still has Ecosystem of the landfill though houses are over 3 to 5 million dollars in Mississauga.
I've lived in Mississauga for over 30 years and in the vicinity for 40 before that. What you claim is not true. There were some landfills, but they are parks now. I remember when it was almost all farmland.
