This is a clip from School of Sewing founder Alison Smith's online class, The Essential Guide to Tailoring: Finishing. Why take this class? Students rave:
"An absolute treat -- Alison, you are really a master teacher! You instruct with poise & clarity, and I so appreciated how the video stayed close with you throughout each step...no fast-forward editing. It was truly like sitting in a room with you and being taught, with care, patience, and attention to detail. I'm looking forward to your other classes -- time & money well spent!"

Does anyone know is the lining cut the exact size as the outer before they are stitched together.?

It's a slightly altered version of the coat pattern; there are tutorials online on how to alter it.
This is the one I use: www.tillyandthebuttons.com/2010/10/sewaholic-tutorial-drafting-jacket.html

Alison, should the lining be slightly larger than the outer garment?

You need to add more length to the hems of the front /back and sleeves lining so that the jacket sits smoothly. Some patterns suggest raising the armhole of the lining too .
