How To Beat: Elbing「Scorpio」- Azur Lane - Extreme Challenge Mode

This fight isn't as bad as you might think: you just need an air strike to cancel out her fatal sting skill.
I also forgot to mention other ships I recommend so here goes: Unicorn and Ryuuhou for healing if needed, carriers with 2 fighter slots are good as well, heavy cruisers and large cruisers are good for the vanguard.

If you are running Full BB. You can use Bismarck's Geryon(while hiding your Vanguard behind it) as fodder for Elbing's barrage.

I used NJ Vanguard Implacable + Unzen Helena Plymouth + U81 U96 and U37 and got 5:41 on Hard mode. So thanks!

I'm so confuse with the airstrike timing you talked about and I failed every single time

Basically, you need to use airstrikes to clear Elbing's Fatal Sting attack, which she launches 3 seconds after her Scorpion's Mist ability. My best advice is to move to the top or bottom of the screen when she launches her attacks so you have slightly more time to react and launch an airstike.
