That would be Andy Wilman and Jeremy who came up with the character.
Actually his mannerisms when they did outside of car bits, Ben came up with that behavior.
Some say he’s wanted in 28 countries, some say he’s Mick Schumacher’s long lost child, all we know is you’ve read this in Jeremy’s voice.

Video idea: Clarkson being defensive of his ambitious but rubbish ideas and/or Clarkson's rubbish ideas getting the better of him
Here are some examples:
- Cutting the roof off his lorry in Burma, and he ended up having to use an umbrella.
- Using a log as a brake, and smashing out his window.
- Designing their electric car, it was ugly (but somehow iconic), Hammond needed a cutout in the roof, and the aluminum body blinded them with its reflective body.
- The Excellent, enough said.
- Using animal bones and flesh for his custom Land Rover, and it got destroyed by a doggo.
- Using a jet engine for an amphibious car for speed and power, and he blew a bunch of airplanes over.
- Thinking he could drive the hovervan up a weir (if that's how you spell it), and he fried the engine.
There might be more moments where his ambitious but rubbish ideas got the best of him, let me know.

The wooden splitter he made for the Renault Avantime that immediately caught fire? My memory is failing me but I'm sure there's a few dozen more haha
The Toybota (mk 1), partial marks for wanting two 800-pound outboards on it which he was talked out of, but full marks for turning like a maniac and sinking it right next to the finish line.
