  • A leading expert explains three circumstances under which Russia might use nuclear weapons. James Acton of the Carnegie Endowment for International Peace breaks down Vladimir Putin’s latest threat to use weapons of mass destruction in the Ukraine war, what it says about the state of the conflict and how dangerous things could get.
    In an interview with DW’s Richard Walker, Acton warns, “Once the nuclear threshold has been crossed, there is no guarantee you're going to be able to stop short of the end of civilization.” And he explains what the international community should do to reduce the risks.

      People around Putin love their luxury life and have no will to end it and Putin is not the only one to decide about using nukes. Russian nukes must be as poor as russian army. Russia's neighbours like Baltics or Poland are used to it. Germans seem to always have Picacu face that Russia is not a friendly country. It's high time Germans stopped being naive.

      This is the only credible conversation I heard in western media about Putins nuclear option. Russia has non nuclear weapons such as EMP and chemical weapons. Anti satellite weapons can also be crippling for nato.

    There is a reason why the Soviet Union, nor any nuclear power, never launched a first strike (nuclear attack) since Word War 2, despite all of the Cold War fears that the Soviets would. And its because you can't launch a first strike without being annihilated in the second strike. I remember in the 80s when The Day After aired, and everyone hoped the Soviets would see the movie and learn the lesson. Probably not realizing the Soviets can be trusted to act in the best self-interests...which mutually assured destruction is clearly against... and that the Soviets knew this since the 60s, if not the 50s. -- How is it any different today?
    Even if Putin had the launch codes (he doesn't), or the ability to order a first strike by himself (he doesn't), even he would know the response is not going to be 'more sanctions'. -- The only way I could fathom Russia using a nuclear weapon in Ukraine, or against any enemy country, is the FSB had a foolproof plan to blame am ISIS terror cell, or rogue Chechen element, or claim the Ukrainians did it in a false-flag conspiracy to frame the Russians. -- But that would require a convincing story on how such an element got the nuclear weapon 'elsewhere', and eliminating everyone involved in the planning and execution. Whatever the case, Russia would need absolute plausible deniability. -- Here's my two cents, if there was really a way to use a nuclear weapon against an enemy without equal repercussions, Russia and China (and the US) would have figured it out a long time ago and did it already.
    All NATO must do is take out Moscow and 5 -6 other city's to take out all of Russia.... But Russia must take out city's all over the planet from USA , CANADA ,FRANCE UK. ALL OF EUROPE and as far away as , AUSTRALIA and so on and so on ...
    United Kingdom 225 warheads (submarine delivery systems new and up to date systems )
    France 300 warheads
    (submarine delivery systems new and up to date systems )
    United States 7,315 warheads
    (Mixed delivery systems new and up to date systems )
    Russia 8,000 warheads
    (Mixed delivery systems old mostly from the soviet union times NOT up to date systems )
    RUSSIA IS AT DISADVANTAGE !!! and they know it Putin's regime knows its and that is why they will not use nukes they will hint and shout about nukes but that's it !!
    ON A SIDE NOTE : Missiles require a huge amount of upkeep and if the maintenance that we've seen on Russian captured tanks in Ukriane is anything to go by, or how there nuclear sublime fleet upkeep is I figure half of Russian Missiles would be defect or even blow up on in mid flight ; Any NBC specialist can tell you that they estimate that without extensive maintenance an ICBM has about a 5% per year cumulative failure rate. And mote of Russia ICBMs are form the late 80s early nineties so based on those facts like I say many as much as half of their weapons can end up and would failx.
    ALSO ON A 2nd NOTE ; Putin can not just wake up one day and press a button because he wants to when it comes to sending nukes around the world !!!

      Just one Ohio Class Sub has 24 ICBMs with 5 warhead each .
      That is 120 cities on its own.
      And the US have 18 Ohio Class subs. They can hit cites from 10,000km away while submerged.
      Is it guarantee Putin's launch people would obey to destroy Russia?

      Russia has had to to massive wealth seizures to stabilize the economy. Europe has barely done any economic maneuvers and has more options left.
      Russia has already done its worst in the energy sector and made sure Europe will be fine without Russian energy in the future.

    We can't ignore the threat, but I do think it's worth questioning what state Russia's Nuclear stockpile is in. The fact that the US spends almost the entirety of Russia's annual defense budget just on nuclear maintenance despite having >500 less warheads really gives me a reason to pause, especially when you look at condition the rest of Putin's "modernized" forces have been deployed in. Russia hasn't so much as tested a nuclear weapon since the fall of the USSR out of international agreements, 30 years is a long time for something to just sit unmaintained like that.

    As I understand it, all the counties which have nuclear weapons, have a line of communication which is on 24/7 and they know each other and talk to each other in case of accidental activation which almost happened between the USSR and USA many years ago.We have no way of knowing if the Russians are still on this link given the situation in Ukraine. There are also many safeguards agreed to and in place between these countries to avoid any possibility of a nuclear attack. For Putin to order a nuclear attack, one would assume he would have to get the approval and agreement of the officers who are in control of the nuclear weapons.

    Unfortunately, it seems that the only way out is a long drawn out war, more like a stalemate, and then a Russian retreat as it becomes politically and economically unsustainable, just like in Afghanistan. A quick overwhelming victory by Ukraine could be interpreted by Russia as an existential threat.

      Exactly that. The best and safest thing is to draw this out as long as possible forcing Russia to throw more and more resources at this conflict until it just gives up. It's not unrealistic. See Vietnam, Afghanistan etc. A lot of conflicts actually end that way. Not because the US was actually defeated, but because the war just became unsustainable. We need to do the same thing to Russia. Already now they are investing and losing resources at break-neck speed. All Western countries combined have far more resources. So we can just drag it out endlessly.

He should be told directly to his face by NATO / by the West: If you use just *ONE* nuclear bomb in / over / near the Ukraine, then we will detonate 50 nuclear weapons in Russia - and they will have 10 times the effect of the bomb that you are detonating in the Ukraine. Since when should we let us affect by a bully? I am *NOT* saying we, the West, should escalate though, Putin should just be told VERY clearly what the consequences are to his actions in terms of WoMD. That also means that IF the Ukraine can defeat the Russians quickly, then let them do it. We can´t expect from the Ukrainians that they should take more losses than necessary, just becuse we are afraid of Putin and want to make this an endless war. The Ukrainians have already suffered enough, and they have lost way, way, way too many innocent citizen to this war already.

    As a person that grew up during the Cold War of the 60’s-80’s (I remember the duck and cover drills from school), having the real prospect of a nuclear war is a fear I haven’t really dealt with since the days of Glasnost. I hate that our children are getting this reality blasted all over social media. We (the older generation) were indoctrinated about it from birth. The younger generation are going from the latest Tik Tok challenge to kiss your @$$ goodbye.

      I would say that these times are far less scary than the cold war for 3 main reasons. Firstly, in the 80's there were over 60 thousand nuclear weapons - today there are closer to 6 thousand active nukes. Secondly, missile defense systems have come a long way in the past several decades. Thirdly, nuclear weapons today are on average smaller than they used to be; about 40% of Russia's nukes are tactical grade and not strategic weapons. Lastly, if a strategic thermonuclear device did detonate in your city, unless you were within 10 miles of the epicenter - as horrible as it would be - you would likely survive mostly uninjured.

      Remember earlier this year in January, when Putin "threatened" Ukraine with a serious military intervention if they continued to seek NATO membership? He said he wasn't bluffing and yet Ukraine and the rest of the world insisted on calling his "bluff". 7 months later and that "bluff" of his has so far resulted in 100.000 casualties on both sides and counting, not to mention a serious risk of a nuclear conflict breaking out. Now once again Putin is urging the world to start to listen and to take his threats seriously and at this point I don't think anyone is laughing and assuming that he's "bluffing".
      If you personally have anxiety about WW3 breaking out and your way of dealing with that anxiety is to try and laugh it off by making edgy comments then that's your right to do so. But if you actually fool yourself into thinking that you're speaking for "everyone" when you try to laugh this off then you're just proving what a fool you are.
      At least Putin has the courtesy to issue repetitive strong warnings before he launches the nukes, I bet the Japanese people can appreciate the warnings and no one is laughing over there (or maybe the Japanese were indeed laughing prior to being nuked? Either way, the entire world quickly realized there wasn't nothing to laugh about when it comes to nukes. Btw the nukes used on Japan are fire crackers compared to modern WOMD.     I'm not a prestigious think-tank member but the 'threats' seem pretty straightforward. He announces this immediately after saying he intends to annex eastern Ukraine. Not make them their own republic (thats where the war started at) - but actual Russian territory. Then he ends it with - if you attack Russian territory you could be subject to anything and everything in order to defend our soverignty. That will deter and end any attempt to take back those regions. Then second, the nuclear 'tough-guy' talk was actually a sales pitch to eastern ukraine to join him. They've been getting shot at by foreign mercenaries for 10 years and the Ukranian government hasn't been able to solve it. They go with Russia and mister tough guy with the nukes will put an end to it. Putin is not crazy - he's calculated. Nobody is launching nukes on Europe or the USA including him. Hope this comment saves you the time of watching Mr. Genius from the think-tank.
