I think the egregious fall damage from relatively low heights is due to the fact they want you to use the roll machanic to negate the fall. if anyone is unaware you just hold the jump button before touching the ground, geralt will roll and won't take damage. still sucks though :\
I always loved the different ways fall damage works in games. Some games use actual distance of falls, some games use actual airborne times. First clip you were "surfing" on a slope where that fence is, basically, which reset the damage, because this game calculates damage based on distance and surfing doesn't count as being airborne but at the same time it doesn't count as hitting the ground, so basically it calculated your fall as if you were jumping from that fence. 007 Goldeneye was a different example, where surfing fully counts as being airborne and it uses an airborne timer to calculate fall damage, so it can easily kill you even when jumping onto slopes from small heights.

Landing on the slope doesn't count as hitting the floor, since it's not possible to get your footing and stand on it. At the same time, it doesn't count as bring airborne either, since there's definitely something beneath you. The game calculates fall damage from the last place you were when airborne, to the first place you land when standing--so he only "fell" from the fence to the ground.
You have to roll by pressing jump while landing to avoid fall damage from small distances. The game specifically tells you about this during the tutorial, but I guess too many people skipped that part. Edit: Ok, I was wrong. It wasn't in the game originally and they silently added it in a patch some time later. Also, the hint is apparently not in the tutorial, but rather in a loading screen tip and many people didn't find out about it earlier.
