Uncapped needles would of been my go to rather than chemicals.....never stick your hands where you can't see...

I see many people have urged you to wear gloves but I would take it a step further and say I wish you would use a rake so you wouldn't get stuck by a hypodermic needle someone used to shoot up some dangerous drug. Please use proper PPE, as you don't know what chemicals and bacteria are in that water and your hands may get harmed by the suction of the drain.
The safest thing to do is to wear gloves, wellington boots and to use a tool such as a rake.
During storms my Mom would put me in rain gear and send me to the street corner to sweep away the fallen leaves from the drain. Our basement would flood if the water came over the sidewalk. Must clear the sewer drain to save my toys. Massive satisfaction when the water would swirl away. I used a corn broom....never bare hands.
