This seemed like an explanation of how to use a chart to look up a predetermined amount. I was wondering how the IRS maths the eic to determine the amount, based on a persons agi (Not considering interest earnings). Where does the magic chart number come from; what is it based on?

No he cannot he as no blood relation to your children and you are also not married so the children cannot qualify as step child for him either..
