There must be some kind of standard to evaluate the service of police department.
The police are hired by the government to serve the people.
      People are the customers.
Therefore Customer satisfaction survey must be given to the public to measure /evaluate the police officer/cops, for the purpose to eliminate bad cops and to protect innocent people from bad cops.
Let police illegal activities be made viral that every body from small and great know and protest about it.
Let all the public be made known that there are bad cops or bad people in police uniforms so that they protect themselves in advance from those bad cops.
In the past people felt safe when there was a cop, but now people must feel insecure by the presence of cops. People must prepare camera when dealing with cops because they can lie.

I see the same cop parked 40 feet up the road from a turn I make every day at the same time (I'm a mailman) where people constantly use the shoulder to turn right, even though it's checked off (meaning you can't do precisely that). I've even almost been hit by a few of them because I make that same right turn, but I wait for the light when there are people going straight in front me, because it's illegal to use the shoulder.
