I think it's shown in the Thanksgiving episode with Peter's sister that he passes on the aggression and either verbal or physical abuse to Meg that his sister has shown him many years. it's the main thing he knows. There's probably other reasons or the fact Meg is that one protagonist in the show that gets all of the punches like Jerry from Rick And Morty, Squidward from SpongeBob, of any other character that isn't necessarily a good, nor bad person. They've just been used as an either relatable or self regarding joke. In Meg's case, the show just decided to go on with it for too long but you see in former episodes that she's had a lot more development.
Peter acts dumb because he has a lot of shit to deal with and its his coping mechanism, but he isnt dumb he is actually pretty intelligent and fully self aware
