It's not a full blown graduation obviously like high school or college, it's more like a sendoff that imitates formal graduations with the dress and speeches, since the students by that grade are old enough to understand and it may help motivate them to continue doing well in school as they transition into high school. Also, sendoff ceremonies that are a little less formal are held for 5th graders too. These ceremonies recognize the students who have done well and made it that far and their teachers
