Depends on the country, it's even different in different countries that have the Euro lol... In Germany for example it's completely legal to do whatever you want with your money. You could shred billions of euro notes if you had the money lol
In other EU countries it's only legal to destroy a certain amount.
If you think about it, there is no reason why you shouldn't be allowed to destroy money. If you are allowed to never spend it or hide it somewhere, where it's never found, you might as well be allowed to destroy it.

Diamonds are actually the most common gemstone… if you want an expensive gemstone get a sapphire or a Ruby or alexandrine

Most gemstones are only cleared because of human intervention. It’s a very small percentage of diamonds that are used for jewelry and whatnot. They are expensive only because of society. Just like how in America nobody used to want lobsters but then as they became more popular everybody wanted them. If society all of a sudden came to there senses and was like wow we put so much value on diamonds but they are extremely common and there are also many other pretty gemstones they’d loose their popularity, then become worth very little.

Turned it into an item of jewellery, thus increasing its monetary value significantly. Probably far exceeding the value of the metals it was made from.

Sorry, but I wouldn't use a ring made from coin. I once worked in a factory, where we made Euro coins. The metal in coins is layered and the inside part might contain impurities and harmful things, like nickel.
