Portable Standpipe

MBFD Portable Standpipe performance objective. This evolution should be performed in the event that:
There is a fire in an upper floor of a structure with no standpipe (or the standpipe is inoperable).
The exterior of the structure can be accessed where either a hose or rope can be dropped down to bring up the gated 3" hose.
Be sure to bring enough 3" hose into the structure so that the gate can be as close to the entry point as possible (without impeding hose management).
