I think the apartment prices show that Ukrainian people are far too optimistic about the outcome of this war. $120,000 for an apartment in Kharkiv which could be destroyed at any moment by rocket attack is completely crazy. Historically, most wars often last a long time (5-10 years) so i predict prices will keep dropping after another year or two of war.
Recency bias. After the UNSC imposed sanctions on Yugoslavia, it took a long time for prices of real estate to drop, including commercial real estate.

In addition, the RUSSIANS are raining down missiles at "WILL" towards the The Armed Forces of Ukraine. In addition, there are major rolling blackouts throughout Ukraine and total blackouts in parts of Ukraine. Majority of Ukrainains are freezing, starving, and dieing. You call that victory on the Ukrainain side.

I need to explain? Well utility payment is paid to the bank account of the company, I guess same like anywhere else.

He can physically come to apartment (same like anywhere in the world), but it will not change the fact of property.

@@Olga_Reznikova You know very little about property market in Eastern Europe, countries were you can make fake passports and documents on property, sell property and job done. Same works in Baltic States, while you're away someone with fake passport pretends to be you and sells your property.
Also, missed property tax for a day can have your property reposed and sold in auction.

Olga, always informative and interesting. I would like to see how prices have dropped (or not) 3 months, 6 months, 9 months into the war. I take your point that W. Ukraine prices are more buoyant as this territory is not so heavily attacked. If Ukraine wins the war, those who have bought property in E. Ukraine will be winners. However, if territories are annexed by Russia, the investment may prove worthless. It all depends!
Actually, I wonder if it would be worthless or not. Say Russia takes over the territory. Will they nationalise all the apartments from all the millions of people (in case of Kyiv)? Remember the old saying "What you take by force, you have to keep by force", which means, it would be in the interest of Russia to "make friends" with the local population. If they steal their apartments, they will have a million gorilla fighters to fight against the very next day.
If they were to steal those apartments, it would have to be done in small gentle steps. Like high real-estate taxation for example.
Anyway, just a thought, I'm just speculating. But maybe that's now how it works?
What is most concerning to me is how much of an income difference there is within Ukraine. I'd like to see all economic information going back 5, 10, 25 years to include information such as average income, costs of food and electricity/gas, along with property costs. I think the top 1% of Ukraine may be far too disproportionate for the average person to not feel like they get taken advantage of by the powerful.

So , no matter how hard you worked, your spending power abroad would be contracted. Those who escaped this situation were earning foreign currency online and so had a better standard of living. As in any Western democracy, the 1% ers will always be much, much richer than the rest. They dabble in foreign currencies pairs, stocks and derivatives, and leave the rest of us miles behind. In contrast, the crypto disciples may have lost their shirts!
Even if Ukraine wins this war, Russia can attack again at any time.

Some of these properties central Kyiv apartments have been for sale for a long time, one of them I remember specifically, because I helped the real estate agent put signage in the window, that was 6 years ago, same photos, same price, same location. Many owners refuse to take the actual value of the property, and continue to hold out for what they want.

Next year, the crops will be planted and harvested with carts and horses. If the government continue to resist, rail and roads will be the next target, after the electric grid. Once people can not move the extermination of the Ukrainian voters will begin. Then comes the next winter. Ultimately, Ukraine will be disarmed and the cost of all sanctions imposed on the Russians will have to be recovered from Ukraine.

If someone buys an apartment in your country, say 100,000 dollars, how much does Ukraine charge them in property taxes? And is the owner obligated to live there 24/7 ? And does the owner become automatically a Ukranian resident for buying such a property ? and not a citizen?
These prices would be high before the war. It was possible to get an apartment in the very centre for 100k.

Having been in the Ukraine in 2014 I found while the Building in Apartments was solidly built on average they were lacking in what we would consider necessary like extra power points for appliances dishwasher waste hookups.
I have 30 years construction experience to make this claim. Fellow Australian from Victoria.

Hi Olga. Very interesting video, thank you! One thing that is shocking to me: the prices is Kyiv. Even now, I would say they're crazy high! Who can afford to buy an apartment there, given how much people earn in Ukraine? Can a common person afford to buy it, or is it just the wealthy?
I live in Poland, and here, Warsaw is obviously the most expensive city. However, it's only more expensive by around 20% vs Krakow (where I live) and other Polish top cities. Krakow is very similar to Lviv. The salaries in Krakow are also a little bit less than in Warsaw, probably around 20% give or take, as well. So the affordability is similar for both city dwellers. So my question is: do people in Kiyv earn 2x (or more) vs what people in Lviv earn? Or is it just the rich businessmen and politicians that can afford to buy in Kiev?
I also assume that most old people inherited their apartments from the communist era, just like in Poland - but they would not be able to buy their apartment if they had to pay for it today, true?

Many sellers put the price they "hope" to get, and then wait for some negotiating. The final sale price will likely be much lower. This is a common real estate strategy that agents use. Don't be scared to put in a lower offer and see what happens. Almost everywhere outside of North America, haggling is considered a normal part of life and often an expectation. If you paid full price, the seller might think you found oil under his/her house and suddenly rip up the contract because they'd be in disbelief that you'd pay so much.
@@seeitfixit Sure, everyone likes to make an offer significantly higher than what they realistically expect to get, and that's true everywhere you go. But on top of that, in case of Kiev we're talking prices comparable to Warsaw, in 1. a country where typical salary is 1/3 of Poland's (or thereabouts, I didn't check lately), 2. is in the middle of war, 3. with a typical mortgage rate of around 22% last time I checked (vs 9% in Poland). And people here in Poland complain that housing prices are insane (they've risen about 50% since 2017/2018). So I'm wondering who's willing and able to pay even say.. 1/4 of the asking price in Kiev!

I don't know what to predict for the future or the ending game. 10 year long war is not unusual for Russians. Chechnya, Crimea, Afghanistan. If one can accept living there during the war. Perhaps Ukraine must loose half its land as a buffer area but much more likely Putin wants to annex the country back to Moscow. So the flat would be inside the Russian federation with Russian people placed in positions of power. Then that would be what to calculate. Electricity, water and maintenance is wartime problems.
You may not be aware Ruzzia is losing ground everyday and will eventually be evicted from Ukraine completely...
Probably be more secure when the property becomes part of Russia.

House insurance is not applicable in a war.
You might be alright if it is a "military operation".
The Ukraine don't have "government schemes" like the UK. that is the reason the Ukrainians are happy to be in the UK on benefits and have no intention of returning to the Ukraine.
All insurance excludes damage due to war or acts of God (Earthquake, Tornado, Flood etc.).
Another interesting video Olga. The prices are generally higher than I had expected given the current circumstances, but I wonder just how many transactions have actually been taking place in the last 10 months.

Wow amazing prices in central Kyiv or central part of the city. Try buying a home in central London. A 2.5 million pound tiny apartment in central London will probably sell for 3.8-4 million pounds after bidding. And only people with higher income can afford this. If you just have a regular 50,000 pounds a year job, you will be lucky to be able to rent a tiny tiny apartment in the suburb ghettos or no go zone of London.
Plus it must be very cold to live in London.

My suggestion would be to look at Thailand as a destination. Thailand is a warmer place (no heating costs), property is much cheaper and the women are less greedy than in the Ukraine.
Pay attention to who is buying it up.
The real bargain prices are out in the countryside away from these big cities!, its just like trying to buy or rent an apartment in Detroit or New York city!

Asking price is exactly what it says...'asking price" The reality is quite different. I would imagine if the seller is motivated to sell, then a 25% discount is not out of the question. I would be concerned about my R.O.I. and if the property will still be intact or what if any infrastructure will be left after the war. Also, it could be 2 years before you could take possession. I could afford these properties, but the risk/reward is much too high for me to get involved thank you

I have not seen much drop in historic buildings in Kyiv. Most people have no loans and i guess they don't need to sell it. I guess it's different for new buildings.

I've been thinking about buying a house and property in Ukraine, for many years. I wanted to get a dachau, or country house. But as a foreigner, who doesn't speak Russian well, or any Ukrainian, it is probably better to get an apartment, in Kyiv, or a city. The prices seem high to me tho. But there will be more English speaking people, who are also used to foreigners, and tourist. And after the war, there will be a lot of rebuilding of the infrastructure, with many workers from out of the country. So I'm thinking, it is a good investment now, because of that. Prices will go way up, I think. And I wonder about insurance, and if most people have it, and what does it cost. Not so much for the future, I'm just wondering about now ? with so much destruction, it is sad to think about all the people who have lost their homes/apts.

I think most people in the United States are more interested in buying buildings that need to be torn down and rebuilt or vacant land to build on. I think that Ukraine is probably one of the best places to start building self contained communities.

What about a house? (not an apartment) ... with maybe a backyard. (maybe a datcha?) what about a small farm? Maybe not in the city; but, in the country. Don't want to live in an apartment.
There are so much offers, but it is very hard to compare them at all, because unlike apartments, which are somehow standard, houses are totally not standard.
It can be located in developed area, or can be in totally remote road (even still around Kyiv), but it would be in the middle of the field with the soft road and nobody around.
It can have electricity, gas, wooden heating, can have nothing.
Heated floors or just radiators. Own water source, central... Own sewage or central....
How the trash is cillected and so on... so so so many thing to consider that you need to see every house separate and can not compare them simple with size and price.
