    Why does it matter that the split pin goes through the same position again? Why not just index the castle nut?

    Is there a specific torque value for the top 19mm castle nut?

      You don't torque the castle nut. That's why it has a cotter pin to hold it in place. Use the pull and measure method to set the appropriate resistance as shown by Rich. Rick.
