It's preety interesting that we didn't see any focus upgrading iceland (or I just didn't notice). This may be a sign that iceland will start as a puppet, because why else would connect the islands focus not add infra to iceland?

Now that you mention "Playing for losing", it makes Yugoslavia an even greater missed opportunity. Yugoslav resistance was historically such a great part of its WW2 existence. But no, Yugoslavia instead has either magical communism which solves ethnic tensions or a monarchy branch that is actually more intuitive, but still makes Yugoslavia just a pawn in the Balkans for literally every neighboring country to play with. Yugoslavia as is is pretty weak and is almost guaranteed to lose to any invaders. So with that, Yugoslavia could have a balance of power while occupied, which would deal with the two promiment resistance factions: The Yugoslav Army in the Fatherland (Royalists) and the Partisans (Communists). Swinging too far to the Partisan support while in exile (historically) would grant greater resistance bonuses, exile manpower and eventually even attack bonuses, and even overthrow the monarchy and create a socialist Yugoslavia; While staying with the JVUO (Royalists) would give lesser resistance impact (due to Chetnik collaboration and overal poor organisation of the JVUO) but would give defensive/attrition bonuses as well as keeping the current government together.

That was what I thinking about, Yugoslavia had probably the most interesting resistance of all occupied countries
