I think maybe the reason why he didn't attack the kid in the locker was because he wanted to scare him. Since fear gives him power, it makes sense he would want to freak the kid out as much as possible before eating him.
In the book It says it needs fear to make them appetizing. It calls it "seasoning the meat"
That reminds me of the scene from the live action cat in the hat movie where the kids are hiding in the closet and the cat in the hat is in there with them
If penny wise was British he would eat them right away
To explain why the mother didn't notice her kid leaving her side (and also to explain why the people drove past new kid getting cut up in the first movie and why girl kids dad didn't notice the room covered in blood) its explained in the book (and maybe very quickly in the movie) that IT has the power to control what adults in Derry see, except for the main characters as adults for some reason. Yeah, the book wasn't great.
It affects them likely because they experienced it as it draws on emotion before giving themselves a scar. If you remember most of the character's lives go on similar to before they encountered Pennywise but that came with them forgetting. They were traumatized as kids by the clown providing a way into IT's own illusionary powers but the only one to stay doesn't know the answer. Explanation was in part that it had to do with Pennywise's psychic illusions over Derry only applying to that town with the exception being the group with loser scars. Taking a moment to more permanently establish a way to remember what they might forget in order to guarantee victory later. As adults they feared the being of Pennywise more than the concept once the memories came back. Meaning the movie might've been shorter if they fought him while remembering he's weak. New kids didn't really seem to fear IT as much in the film making it almost seem like the main cast's fear is just enough to satisfy the requirement IT just needs bodies.
It's a Steven King book. There's nothing great about.

I think the reason why the dead kids only had a few bite marks on them rather than being eaten whole is due to Pennywise likes the taste of scared kids (people), fear is like a seasoning to him in a way, but once the kid dies, they're no longer afraid so the body no longer tastes good to him. Like imagine having a burger that you seasoned and topped with your favorite condiments and it tastes delicious. But after a few bites the condiments fall out and fall on the floor and the burger patty becomes cold. Mayne a bit of a hyperbole but it's the closest analogy I can think of lol

Shocked, frozen solid, Stanley found himself unable to move for the longest time. But as he came to his wits and regained his senses, he got up from his desk and stepped out of his office.

Stanley committing "sudoku" in this manner was the biggest copout I'd ever seen! They literally thought "the first movie was too scary, let's make this movie less scary and add more comedy and make everything absolutely inconsequential". Nothing about Stanley's suicide was the fact that it made pennywise seem just that much more terrifying. This movie took everything that pennywise was and just neutered him!

6:55, I'm guessing he let fat kid go because he wanted them to believe that the ritual would work, as shown later in the movie it didn't work, he wanted them to become hopeful so that he could destroy their hope, and again when shown later in the movie they all lost trust in mike and started to panic, like penny wise wanted.
also, 10:41, he got defeated by the insults because they believed those insults ("you're a stupid clown" pretty sure at one point they called him a baby which explains his shrinking AND also I think mike said "with a beating heart" near the end) just like how he feeds off fear he gets weaker when they don't fear him. When bill shot pennywise in the 1st movie the gun wasn't loaded but he still hurt him, that's because bill believed that it was loaded, if they believe they can hurt it they can.

(Time Stamp: 1:30) I feel that High Boi but you gotta remember that character and story build often hand in and. Pennywise is a Vour or Fear Demon, they prey on the fear of others. This is his first kill of the movie meaning its his return, he most likely left evidence to spread fear in order to weaken more prey.

I'm going to go out on a limb and say that the reason the kid bodies weren't eaten more and PW doesn't fully devour everyone is because he doesn't feed on their flesh so much as he feeds on their fear. It's the journey, not the destination, that sustains and pleasures him / IT.
I do love how during the explanation of killing "IT", its Mandalorian war chanting from Republic Commando.... beautiful.
