It is often the case (recent changes) that it is better to do the whole process in your own country. Get your residency approved without actually going to Slovakia

Hello, im planning to open a limited company. Do i need to actively operate this company to get residence permit as a director or can i just apply it afterwards i opened it and prepare business plan?
Once opened and if all other documents are in order, you can apply for your residence permit. I doubt you could operate the company without the correct visa, so it would probably better if it remained dormant until you get your residence permit

Permanent residency means you are a permanent resident. If your asking how long it takes to be eligible to apply, I believe work permit holders it takes 5 years

what are the requirements for business visa
Business visa, I presume invitation letter from Slovakian company. Letter from your employer as to why they sending you to Slovakia on business, hotel booking, travel insurance and depending which country you are from, bank letter or 6 months bank statements showing your income
