People will be just looting and goofing around, specially after so many years of annual purges. You learn to behave politely with other citizens because you don't want to become a target. The biggest issue with the purge is how the movie underestimates the damage a well armed individual can do. The movie is all about petty property vandalism and murder as worts crime scenario, but an average individual that wants to do really good damage can easily prepare for that one day and blow any building foundation, killing hundreds and causing millions in property damage. No to mention bridges, tunnels, monument's or a good old raid on a nuclear plant. It's not like you have to worry whether you ruin a few lives or a few thousands.
I think, in the movie, severe damage to buildings is also prohibited.

It's illegal to kill gov officials, not people pretending to be a gov official. Your name could be Donald Trump, and you'd still not be the president. Your best luck would be legally forcing them to marry you, but so would their action of running away from you while praying you die before the longer-than-24-hour-wait government identification clearance comes in.

So if hospitals and emergency services are unavailable, does that make hospitals safe zones or open, vulnerable targets? Can you be arrested for treating someone during the Purge if you're a doctor? Do they release all of the people from prisons, or do they stay because their crimes happened before the Purge? They say (most) crimes are legal during the Purge. None of this implies allowing inmates out. They can shank anybody as they please thought, so all you'd have to do is keep them under lock so they physically can't hurt anyone during that time.

I would assume civil law still applies, just not criminal law. So later, a judge would just award a car you stole back to its owner, for example.
