Seized Outboard and Locked up Lower Unit | 1994 Tohatsu M40C Sammy's Boat Part 2

I know... this boat needs a transom. I've already told him and will most likely be replacing it for him very soon.
Moving on to the outboard on my friend's boat. Replacing the water pump, unseizing the motor, trying to unlock the lower unit.
