Police officers AND dispatchers should be better trained. If someone calls the police, because someone else is taking pictures or video in public, then the dispatcher should inform them, that there is nothing illegal about it and if they call again, they will be charged with harassment of 911 dispatchers and false reporting.
If they lie and say, that they are on private property, then they should also be charged with false reporting.
And if somehow police officers end up on that scene of no crime, then they should in fact arrest the caller for - yep you guessed it - police harassment and false reporting.
Every moment, that officers have to waste with this nonsense, a real crime gets committed.
And no, don't blame the guys taking photos and video, they are doing nothing illegal. The callers are in fact breaking the law.
