I have to step on the brake pedal to have the key turn on with my 2002 Silverado. I wanted to find a remote lock "receiver" for it also, but so far I haven't found one on Amazon or Ebay that is for the 2002? My remote is in good condition and have full voltage new batteries in both transmitters, so I think the receiver is probably my issue.
I saw here on YT one guy says to jump terminal 4 & 8 in the OBD connector. Then turn the key on and hold both buttons down until the door locks lock and unlock. Haven't found a receiver yet so haven't tried the procedure. My doors lock and unlock some or most of the time, but usually not the first time in the mornings. I have to have the body code for GM parts site to sell me the correct receiver and I will do that soon.

Any guesses as to why it doesn’t go into program mode

I have the same problem, and my original FOB can be reprogrammed. There are two different FOBS for 2001. Model number 15042968 and 15732803. I'm at the model number fix? My original FOB is a 15042968 and suspect my replacement FOB is a 15732803. Let you all know when I get the fix!

This setup is standard.on GM rigs thru a wide variety of cars and trucks.
The dash milage odometer it typical , it is the solder points on dashboard Ctl facade unit removed, the circuit board solder points were lousy, "cold soldered", need reheated let melt back together, and it should basically be fixed from resolder back in place.
Honda was well known for this same thing on the fuel pump/starter relay unit in one little IC device. Just remove it, reheat the solder points, let it melt back together , throw back in and its forever good. Honda issues began about late 80's for almost 35 years window exact same issue. Even new units from part stores were crap. needed same resolder fix.

I got mine to program with the key on with the jumper wire in my ODBII port. Pins 4-8 connected. Then I had to hold the buttons for about 20 seconds.( 1997 Tahoe)

I'm sure its the transmitter but I did have to fix the odometer by resoldering the connections.

Ok so i have the answer to everyone's problem cause im having the same issue with my 01 sierra, none of us have a stock radio and believe it or not without the stock radio plugged in their is supposedly 2 ways to get it to work, #1 pull the fuse for the radio, this was told to me by a reputable mechanic. #2 have to get it programed by someone that has the computer and equipment to do it, i do not know which fuse is for the radio so i have not tried that method yet🤷🏻‍♂️
UPDATE: pulling the fuse does not work will have to find someone with a nice scanner that can access the programmer mode....
