it is technically possible if in low earth orbit, but it makes no sense to do so because the shipyard would have to be constantly engine boosted even though the atmosphere is very thin but still creates resistance. but if the shipyard is tendered by an elevator connected to the ground, then, maybe centrifugal forces can keep it in place.
