He agreed to a plea deal to stay in jail. So why was he released instead?

Michael Thibodeau had agreed to a plea deal that should have meant he would stay in jail. But instead, a man with a history of mental incompetency issues is free after a mistake by the DA's office released him. How could this all happen?

There is medication, but my guess is he does just like he did before and not take his medicine.
