Did you pre fill the float bowl? I'd be tempted now to pull the plugs, dry them off and then give it a squirt of starter fluid/ brake cleaner. If it barks then its fuel related, if it doesn't then its spark. You can hear it wants to go but needs a little fettle. Have you tried a comedy mustache and hitting it with a birch branch?
that is very odd sounds like he wants to go so must be getting fuel maybe not enouth have you checked the fuel feed see how much is there and coming out
Same with the Moggie just because it's been standing, I took all sparkington plugs out and cleaned them throughly and she fired up after that, had been weeks of troublesome starting. TeeCee definitely wanted to start though, turning over decently.

yes the carb was rebuilt with new parts and tested
