More people play football more talented players will come .Also they play in narrow spaces this also helps them develop ball control.. Like American basketball. A lot of inner city people ( mostly African Americans) play basketball in America. That’s why they have the best basketball players. As i know many Brazilian footballers started to play Futsal before switching to the real football. So i think playing with the small ball from a young age helps you to create a good technic.

As i know many Brazilian footballers started to play Futsal before switching to the real football. So i think playing with the small ball from a young age helps you to create a good technic.
It might be because of that but the main reason is that they didn’t have a lot of space to play. They had tight spaces and could switch from foot to foot easily
