The thing that made Anton so dangerous is that he never underestimated how complacent and predictable most people are while they go about their daily lives. Most people don't pay attention when they're talking on the phone. Most people will pull over on the highway when someone in a squad car flashes their lights, and most people will do anything to avoid a confrontaion when they're being intimidated. Most people just follow the rules because "they don't want any trouble".
