I have 16 clear air filled balloons that require glitter can i use hi float or is it not necessary?

16" latex works better with hi float. If it's a plastic balloon, like a bobo or a bubble or a clearz it does better without hi float. :~)

If I add a blinking light to the inside will that interfere with the glitter staying?

It shouldn't, but always test new techniques before doing on a job site :~)

Try calling your local gas suppliers. There are a few big ones that are all over the country, but if you look up "gas rental" or "gas supplier" you should be able to find one in your area :~)
