HOAs can be good and bad. You can get a lot of services for a great price but you have to adhere to rules and regulations. Also, you aren't given the truth about what your HOA fee will be in the future. Your HOA will go up more than the expected 2% rise with inflation. You need all the information available to make the best decision for you.
CDDs can be confusing. When a builder offers to build a community, they have issues financing the infrastructure. (Sewer, Electricity, drainage, roads,...) So, they pass it on to residents in the form of a limited time bond. Bonds last 5 to 20 years and average around 70 to 100 bucks.
