MacArthur for not doing much to resist the Japanese tidal wave, the grim facts were with a direct pipeline of fighters, bombers, and top notch naval ships from the (Japan) homeland to the PI invasion, NO American resistance in the Philippines would have lasted long - the U.S. simply didn't have the aircraft available, and there is no way the Navy could contest the IJN around those Philippine islands #3.
