The blue "eyes" on the hunter arent their eyes, its where they shoot their flechettes from, their eyes are the small boils on its skin

Fun Fact: the Early-Bird Cameo is the same cutscene as the one Judith Mossman dies in, though she actually dies to an AR2 Energy Ball.

I highly doubt that the Hunters’ flechette launcher are its actual eyes. It’s real eyes are the small white spots on either side of it’s head. The same sort of thing can be seen with the Strider. It has eyes on the sides of its head, behind its pulse cannon. Their weapons and eyes are separated as honestly it would be more effective to have your gun and your eyes separated from each other.

Some combine elites are apparently combine themselves such as the ones during the invasion of earth as they were not humans although after the destruction of most human resistance ending the war, combine overwatch troops which are modified humans could be promoted to combine elite as most of the original one had been focused on other places and perhaps the combine elites before human one’s were installed were another intelligent species turned into combine synths but after all, this is just a theory.
