I get what you are saying but its a great way for people to get around. Also consider that its always cars taking up the most space in the city. There are roughly 100 bikes in that location. Now imagine we would try to park cars there. A big parking deck would really help. In my ideal world, we take 2-3 parking space here and there and make them a bicycle only parking so they are not in the way anymore.
