Kid Buu, at the time of his creation in the DBZ universe, was the strongest character. In my opinion, GT is not canon, and let's be honest, GT essentially replicates the formula of Z. The final fight and the strongest character in GT is the Dragon, which is not significantly different from Buu. The Dragon has similar powers, and the fight takes place on Earth, not across the universe. They defeat the Dragon in the same manner as Buu. GT is essentially Z with different characters, offering nothing new except for the introduction of Super Saiyan 4. That being said, the strongest version of Buu is his original form. If characters like 17 can scale up to Super levels, Kid Buu would as well, making him insanely more powerful than anything seen so far.
