for people saying "read the rule before commenting" here the rule:
“In order for a car being overtaken to be required to give sufficient room to an overtaking car, the overtaking car needs to have a significant portion of the car alongside the car being overtaken and the overtaking manoeuvre must be done in a safe and controlled manner, while enabling the car to clearly remain within the limits of the track.
When considering what is a ‘significant portion’ for an overtaking on the inside of a corner, among the various factors that will be looked at by the stewards when exercising their discretion, the stewards will consider if the overtaking car’s front tyres are alongside the other car by no later than the apex of the corner."
The stewards acknowledge before this season it would be considered as a race incident. And before baku all drivers will have a discussion about the new rule because no body was aware that it was stricter.

Reason: The Stewards received the video evidence and noted that approach to turn 1 there was a significant portion of car 44 alongside car 31 and therefore car 44 was entitled racing room into the corner.

The lap seventeen incident saw Lewis halfway alongside, plenty far enough to warrant space to be given to him. Ocon simply turned in like he wasn’t there. Lewis had every right to be there, so penalising him doesn’t make sense, but penalising Ocon also didn’t make sense in that scenario as both cars made the corner regardless, so it was ruled as a racing incident.

I agree that neither of them should be penalised for lap 17, but I think it’s completely ridiculous that Ocon was penalised. The implications of this penalty are that you should always just throw your car up the inside of the car in-front, and if they don’t let you past then they will receive a penalty.
It explains why Hamilton’s Mercedes has a very very strong front wing compared to other cars.
It will be very interesting to see what happens when roles are reversed. If the past is anything to go by, the person trying to overtake will be condemned as being “too aggressive” and “dive bombing”.
