I tried this today and it seems CVS is now charging $16.99 when choosing this option. I guess they saw your video and realized they had to gouge their customers.

Confirmed, CVS Photo in metro NYC unofficially refuse to hit print in store for 4x6 print submissions for a passport photo made at home, so that sucks for customers but yay for CVS shareholders.
