Maybe I can add some things. Here is a comment on Reddit from someone from Japan: "Please know that Nyango star is a yuru-chara mascot from Japan representing Aomori prefecture that's part of the Tohoku-region which was devastated by the earthquake and subsequent tsunami in March 11th, 2011. So, anytime Nyango star makes public appearances it is to promote the region and help it recover from the tragedy. It isn't drumming for its personal gain but for its beloved home." Out of respect you also do not ask who they are or reveal the name of the person. Nyango is an amazing drummer, Nyango Star backstory is that Nyango is a cat that died and was burried in a apple orchard and Nyango was reborn in an apple. The Nyango apple fell from the tree that is why Nyango has a scar on it's face. The region Nyango is playing for has many apple orchards, it's their biggest export product to the rest of Japan. This cover is a song from a very popular animated series for children, which actually has some kind of dark lyrics for a children's song. Nyango is very skilled, seems to have very no issues playing songs like Akatsuki or Road of Resistance by Babymetal or Kurenai by X-Japan. A band of mascots exists that is called CHARAMEL and Nyango is the drummer. Nyango Star name came from coming a couple of things: nyan means cat's meow in Japanese, Star because of Beatles's drummer Ringo Star and ringo means apple in Japanese.

A lot of Japanese towns or areas have similar characters or mascots and they raise money for charities, promote the local area, local produce and so on. The area Nyango Star represents is best known for producing apples, so his character is apparently an apple possessed by the spirit of a dead cat. I don't think anybody knows who is in the costume. He gets the name from the sound a cat makes (here we might think meow, in Japan that might be nyan) and he is a drummer, so Nyango Star isn't so far off Ringo Star of The Beatles. There are videos of Nyango Star playing in a band with other mascots on guitar and bass. There are more of him covering well known rock and metal songs ... I have seen one of him dressed as Su-metal of BABYMETAL (wearing a wig similar to her hair style and a cloak similar to one she would wear for a couple of songs) covering her solo song 'Akatsuki'.

Nyango Star's power is blocked by the costume he wears. Had he played without the costume, the children's ears would be bleeding, eyes melting, and heads exploding from his awesomeness at drumming!!
