If City draws on Tuesday and Arsenal win 1-0 against Everton then City have to win 4-0 because they are 3 goals behind in the goal difference. They have a better goals scored record and that will give them the title.

No. The best teams are winning titles. Arsenal haven't won't anything remotely close to a title.
In the event of two teams finishing level on points and goal difference positions are decided on goals scored. Manchester City have scored 91 to our 89. Obviously we have a better goal difference +61 to their +58. That means if Manchester City draw against Tottenham and we win 1-0 on the final day of the season they won’t need to win 5-0 but 4-0. I feel we need to win by at least 4-0 or 5-0 to stand a chance of winning the league if the title goes down to goal difference.

Sometimes this is the case. Alot of the time its not. Villa didnt show up v city away and that had nothing to do with city playing well. They showed up v arsenal and then some
@twm1423 sometimes it happens where teams don't show up. But for city it's every they play the other team doesn't show up. I wpuld more say that the gap is getting bigger amd bigger every season now. Just normally one team every season ups there game but can't sustain it over multiple seasons where as city can.
