Virginia Beach fire investigators say the improper disposal of smoking materials is to blame for a Sunday apartment fire on Broad Street in which 16 people were left homeless and a cat died.

I wonder if there’s any recording of the smoker, and if they will face any legal repercussions for their negligence?
ANYTIME fire is involved, you must take what might seem to be “excessive” steps to ensure it is OUT.
