these are cannon with a bit added, general oda did cover stories to tell what was going on with other chars, the story of coby and hellmepo are one such coverstory just expanded for anime.
I think it's more like extended canon episodes ;)) One Piece does do that from time to time. In my opinion, I like them adapting the manga cover pages and expounding on it rather than making a non-canon filler arc. Don't get me wrong, I enjoy most the filler too but it seems criminal to leave out signficant cover stories from the anime. hmmn? They really extend the fight scenes too in recent arcs. it's understandable since they are adapting 1 chapter (or half a chapter) for 1 anime episode.
