You made all the new track construction one block. Only one train can be in a block, so only one trackbuilder can work. Get rid of the puny trackbuilders and get the more efficient ones as soon as possible; it speeds up track building so much.

Are you planning to upgrade your roads at the customs office? That seems like a bottleneck that you aren't addressing.
