The eleventh, and last, twist, is that they wanted to give Keiichi and Noa the lives that Shiori and Kimura could never give to them, so they accepted their fates as being the scapegoats, sacrificial lambs, and martyrs for justice, truth, honor, and love simultaneously in order to free the people that they loved from their prisons.
Shiori and Kimura had been low key gathering up the evidence from their former employer, as well as from the other companies, the criminal and terrorist organizations, the corrupt law enforcement agencies and governments, and the financial institutions, as well as any and all of their allied businesses, and they brought their information forward to the few incorruptible people that were in power in Japan, as well as elsewhere, who used their own talents to turn the tide of the war against their enemies, but at the literal costs of the lives of Shiori and Kimura, the people that left the people that they had loved, who had now found love with each other, and who were also willing to die for that love, as well as the people that they had loved, as well as for justice, truth, honor, and righteousness, not only in their own lives, but also for the lives of other people, and for this world.
