I have always admired the framers of the countries statutes. The law is not just about marriage or betrothal; It also emphasized on subjecting the child to a dowry transaction regardless of how you call it. When you watch the video, you will see all the items carried to the girl's house just as a marriage ceremony is done and money will obviously be put in an envelope as dowry. Then again, the fact that they claim to be warding-off all guys from the lady to prepare her for the chief priest in the future amounts to betrothal. Yes, some Muslims do practice child marriage just like some gypsys do. But usually the boy is no more that 4 or 5 years older of he isn't the same age. But they are also trying to fight this from continuing to happen like in certain parts of Africa.
