There is one mistake, you did not set a login password for line console 0, you did for all lines but you should set up one for line console 0 or else it won't work. You didn't try it, if you would exit out and try your password, it will only prompt you for the second password which is the secret.

no shutdown command is used to activate the interface, if they are administratively down! And no shutdown can be given before you set IP Address, or when ever we want to activate it!
