My Quick Start allows you to customize your starting taskbar. It's a bit clunky, but you can pass around your config file to keep the settings. Not sure if it's what you're looking for, but may be worth a look.

Nice. Seablock is my current main save atm! I'm currently in a mass rebuild and debating on weather to scale geode crushing more or switching to go to straight crystal slury OR make a hybrid system that can turn off and on either or to keep an option for crushed stone... 🤔

Since you asked about a mod for saving your hotbar, there is 1, though it is more like the import export for map generation settings, there's 2 mods, 1 for hotbar, and one for personal logistics. "Personal Logistics Import/Export", and "Quickbar Import/Export". I use both to get a quick start in game since I keep a document with all my copy pasted exported code that lets me quickly and easily apply my hotbar and personal logistics. Those 2 mods are super useful to have

Yeah seablocks opening moments are kinda painful. But once you reach escape velocity for the power generation and land growth correlation it really starts to ease up on struggles.
